Prisoner dies in Ajmer jail after fight with cops over broken TV

A prisoner died suspiciously when his TV stopped working. He called the head constable and another prisoner attacked them with iron rods. The cops were badly injured and taken to JLN hospital. The prisoner was HIV positive and iron rods were stolen from a construction site.

HC: Treat arrest, even without exchange of fire, as encounter
