Uttar Pradesh junior minister for vocational education and skill development (independent charge) Kapil Dev Aggarwal, BJP MLA from Khatauli constituency Vikram Saini, firebrand Hindutva proponent Sadhvi Prachi, along with several others surrendered before a local court on Tuesday in connection with the 2013 Muzaffarnagar riots case.
