HC stays Punjab plan for ration home delivery

In a setback to the AAP government in Punjab, the Punjab and Haryana high court on Thursday restrained the state from creating any "third party interest" with regard to distribution of wheat flour (atta) to the beneficiaries at their homes.

HC: Treat arrest, even without exchange of fire, as encounter
