Sister finds out about affair, teen plots rape-murder

A 19-year-old girl recently got her sister, 12, gang-raped and killed by six youths in UP's Lakhimpur Kheri. Her fault: she had found out about the teen's affair with one of the six and threatened to inform their parents. The six raped the child, used sugarcane stalks to violate her again, gouged her eyes out and strangled her. All seven are in jail.

HC: Treat arrest, even without exchange of fire, as encounter
